In 1991, A prominent African leader stood up against injustice in a neighbouring land. في عام 1991 ، وهو زعيم بارز في افريقيا ووقفت ضد الظلم في الأراضي المجاورة. “The cry for freedom, as well as the cry for justice, stops at no border,” he declared. One of Africa’s brightest hopes has turned into the continent’s most dismal failures. واحدة من ألمع وتأمل فى افريقيا قد تحولت الى القارة معظم الاخفاقات الكءيبه. In an era in which our continent is meant to be embarking on an African Renaissance, Zimbabwe is both an obstacle and an embarrassment. في حقبة في قارتنا التي يقصد بها ان تكون الشروع في نهضة افريقيا ، وزمبابوي على حد سواء ويشكل عقبة في احراج.

President Thabo Mbeki’s policy of “quiet diplomacy” in Zimbabwe has finally been denounced as a disaster by world leaders. الرئيس ثابو مبيكي سياسة "الدبلوماسية الهادءه" في زيمبابوي وقد تم اخيرا كارثه كما ندد به زعماء العالم. The criticism has extended beyond muted signs of displeasure to condemnation. النقد قد تجاوز صامتة علامات الاستياء على الادانة.

Senior ANC leaders have urged Mr Mbeki to alter his stance, while MDC leader Morgan Tsvangirai has expressed a desire for South Africa to be replaced as mediator in the crisis. كبار زعماء المؤتمر الوطني الافريقي قد حث السيد مبيكى لتغيير موقفه ، في حين ان مورغان تسفانجيراي زعيم حركة التغيير الديمقراطى قد اعرب عن رغبته في لجنوب افريقيا الى الاستعاضه عن وسيطا في الأزمة.

It is worth examining what effects this policy, which has led Mr Mbeki to claim there is no electoral crisis in Zimbabwe, has had on the country. ومن الجدير دراسة ما اثار هذه السياسة ، الامر الذي ادى الى مطالبة السيد مبيكى لا يوجد الأزمة الانتخابية في زيمبابوي ، وقد كان على البلد.

Zimbabwe, once one of the healthiest economies in Africa, has been plunged into a crisis that worsens every day. وزمبابوي ، ومرة واحدة واحدة من الاقتصادات الاكثر صحه في افريقيا ، وقد انجرفت وهي الأزمة التي تزداد سوءا كل يوم. Inflation stands at over 100,000 per cent, and is predicted to hit the 1.5 million per cent mark by the end of the year. التضخم يبلغ اكثر من 100000 فى المائة ، ويتوقع ان يصيب 1،5 مليون مارك في المائة بحلول نهاية العام.

Its healthcare system has failed, with many children orphaned by an Aids crisis, which Mr Mbeki refuses to take seriously. عن نظام الرعايه الصحية قد فشلت ، مع كثير من الأطفال الذين تيتموا بسبب الايدز الازمة ، التي ترفض ان السيد مبيكى تأخذ على محمل الجد. Political violence, intimidation and corruption remain endemic. العنف السياسي والارهاب والفساد لا تزال المستوطنة. None of this has been ameliorated by South Africa’s diplomatic efforts. لا شيء من هذا وقد تم التخفيف من حدتها من جانب جنوب افريقيا الجهود الدبلوماسية.

This policy has resulted in strengthening Dr. Mugabe’s regime and other countries’ desire to effectively address the plight of the Zimbabwean people. هذه السياسة أدت الى تعزيز نظام موغابي الدكتور وغيرها من البلدان على نحو فعال الرغبة في معالجة محنة شعب زمبابوي.

By indulging Mugabe’s insistence that the criticisms levelled against him are part of a neo-colonial plot, President Mbeki has granted the man a legitimacy that he would not otherwise have. من جانب الانغماس موغابي اصرار على ان الانتقادات الموجهة اليه هي جزء من المءامره الاستعماريه الجديدة ، الرئيس مبيكي ومنح الرجل شرعيه وقال انه لن يكون على خلاف ذلك.

It is never quite clear to anyone precisely what quiet diplomacy is meant to accomplish. ومن الواضح تماما أبدا الى أي شخص على وجه الدقه ما هو المقصود الدبلوماسية الهادءه الى انجازه. Is it supposed to bring about a fresh round of elections — free and fair this time round? هل من المفترض ان تحقق جولة جديدة من الانتخابات -- حرة ونزيهة هذه المرة؟ Is it meant to bring about a transfer of power to the MDC or within a “reformed” Zanu-PF? هل يعني لاحداث نقل السلطة الى حركة التغيير الديمقراطى ، او ضمن "اصلاح" zanu - ع ع؟ Is it meant to bring about some kind of government of national unity? هل يعني لاحداث نوع من حكومة وحدة وطنية؟

South Africa’s treatment OF Zimbabwe’s opposition has been shameful. جنوب افريقيا للعلاج من زيمبابوي المعارضة قد المشينه. President Mbeki’s public embraces of Mugabe and his Zanu-PF cronies contrasts sharply with his studied avoidance of Mr Tsvangirai. الرئيس مبيكي العامة موجابى وتحتضن بلدة zanu - ع ع الازلام يتناقض بشدة مع تجنب بلدة درس السيد تسفانجيراي.

The ANC’s unswerving loyalty to its fellow liberation government has undermined any claim it might have wished to make as to the even-handedness of its approach. حزب المؤتمر الوطني الافريقي الذي لا يحيد والولاء لمواطنه لتحرير الحكومة قد قوض اي مطالبة ربما يود ان يقدم الى الكيل بمكيال ونهجها. This, of course, reflects the ANC’s attitude towards political opposition more generally. وهذا ، بطبيعة الحال ، حزب المؤتمر الوطني الافريقي ويعكس موقف المعارضة السياسية بشكل عام.

The tragedy has been that it is in the interest of all to stand firm in condemnation of the actions of the Zimbabwean government. وقد الماساه ان ذلك في مصلحة الجميع الوقوف بصلابه في ادانة الاجراءات التي تتخذها حكومة زمبابوي. It lacks the economic and military clout to seriously threaten its international critics. انها تفتقر الى النفوذ الاقتصادي والعسكري لتمثل تهديدا خطيرا لالتزاماتها الدولية النقاد.

There is everything to gain in pragmatic terms by supporting reform in a country that has demonstrated such economic potential, and a moral mandate to criticise Mugabe’s corrupt despotism. وهناك لكسب كل شيء من حيث واقعيه في طريق دعم الاصلاح في بلد أثبت ان هذه الإمكانات الاقتصادية ، واخلاقيه ولاية لنقد الاستبداد موغابي الفاسده.

A far better response would have been the more robust one. افضل بكثير من شأنه ان الاستجابة كانت أكثر قوة واحدة. Standing up to the Zimbabwe government would have limited their ability to manoeuvre diplomatically and politically, making it harder for them to acquiesce in the current crisis. الوقوف إلى زيمبابوي على الحكومة ان تحد من القدرة على المناوره ديبلوماسيا وسياسيا ، مما يجعل من الاصعب على الاذعان لها في الازمة الراهنة.

Had South Africa been firmer from the outset in dealing with the regime and challenging its actions, it might have been able to limit the machinations of Zanu-PF and the generals now lining up to try and succeed Mugabe. جنوب افريقيا قد تم حزما منذ البداية في التعامل مع تحدي النظام واجراءاته ، قد استطاعت ان تحد من مكائد zanu - ع ع والجنرالات الآن اصطفاف وتنجح محاولة موغابي.

A tough stance that refused to indulge Mugabe’s delusions might not wake him up to reality, but his isolation would afford him less political protection than he currently has. صعبة الموقف ورفض ان تنغمس موغابي للأوهام قد لا اثر له يصل الى حقيقة واقعة ، لكنه عزل من شأنه ان يتيح له أقل من الحمايه السياسية وقال انه في الوقت الحاضر.

This is not to advocate a US-style hawkish diplomacy against Zimbabwe. وهذه ليست لنا الدعوة الى النمط الدبلوماسية متشدد ضد زيمبابوي. That would be entirely inappropriate for the situation and the country, and would have a very dubious prospect of success. وسيكون من غير الملائم تماما بالنسبة للحالة والبلد ، ويمكن ان يكون لها مريبه جدا على احتمالات النجاح.

Rather, to stand up to Zimbabwe would involve stronger words supported by resolute action, a refusal to indulge Mugabe’s fantasies, and joining the rest of the world in the sanctions they have placed on the regime. وبدلا من ذلك ، الى الوقوف الى زيمبابوي ينطوي أقوى الكلمات التي تدعمها اجراءات حازمه ، رفض الانغماس موغابي للتخيلات ، والانضمام إلى بقية العالم في العقوبات التي وضعتها على النظام.

The South African government should tell Mugabe that the human rights abuses, police brutality, arbitrary arrests and beatings of opposition politicians have to stop. حكومة جنوب افريقيا ان يقول موجابى ان انتهاكات حقوق الانسان ، ووحشيه الشرطة ، والاعتقال التعسفي والضرب من السياسيين المعارضين مضطره الى التوقف. These actions should remind South Africans of the worst days of apartheid. وينبغي ان اذكر ان هذه الاعمال من جنوب افريقيا من أسوأ أيام الفصل العنصري.
