Race-Baiting has been a staple of the GOP’s Southern Strategy Playbook in the last 50 years. In the eighties, Ronald Reagan, the greatest PR swindle in American history, successfully embedded into “frightened” white minds the false notion of “black welfare queens.

In the eyes of many whites to date — black people are free-loading leeches feeding off the government coffers — paid for by white people.

Racial minorities in the U.S. have spent their lifetimes in a society that has traditionally valued whites over them. For hundreds of years whites have dominated almost all aspects of life in the United States — including the key ingredient that holds the institution of racism together — political power.

It therefore didn’t come as a surprise that when Obama broke the “political power streak” — and, for the first time, a non-white president accepted the oath of office — white America rapidly began to lose its grip.

About 12:01 on the afternoon of January 20, 2009, the white American brain finally went haywire in spectacular fashion.

Click to view larger picture.It’s only fitting that the Republican Party, the party that either stood in the way of legislation that would give black Americans equal rights, or turned a blind eye to racist injustice, the party that never passed in 70 years one piece of progressive legislation, a party that is racist and sexist, pro-war and anti-worker, would suddenly have opportunist blacks like Herman Cain carrying its standard.

You’ve got to give credit to Cain. He recognized that a party that has opposed equality at every turn and traditionally shunned blacks for decades pretending like they didn’t exist would be a wide-open field to politically exploit.

Cain recently said that during the Civil Rights Movement of the 1960s, whose centerpieces included the right to sit at a lunch counter with white customers or sit at the front of a bus, that he remained aloof from the movement because he was too young at the time.

Oh, if we only had more like him we could have them all back in the fields picking cotton, singing “Nobody knows, ‘da trouble I seen,” or “Ole’ Man River.”

Cain is the recipient of the first annual Republican-sponsored “Uncle Tom Token Awards.”

Remember, this is the party of Rick Perry, who has a hunting lodge somewhere in the wilds of Texas with a rock that uses the N word to identify the place, something like “Niggerhead.” His family picked that over “Coonsville” and “Jig Acres.” Every man of action, like Dick Cheney with his anemic heart and shotgun, needs a hunting lodge. Hermann Goering had one called “Carinhall,” named after a deceased wife.

I guess Hermann didn’t know any blacks or he might have renamed it “Spook City,” with a picture of a wide-eyed black eating a watermelon.

Cain is also nominated for the “Uncle Tom Best Excuse” Award for making statements that he was too young at the time of the Civil Rights Movement to participate, so he left it up to Rosa Parks, the little murdered boy in Mississippi Emmett Till, along with the three slain Civil Rights activists Chaney, Goodman and Schwerner.

In fairness to Cain, I would be a hypocrite if I didn’t say I didn’t participate in the Civil Rights Movement either. But in fairness to me, I was wrong and I was white, and I was the product of a racist household, and I’m trying to atone for it by doing columns like this.

I think although she is largely out of the picture, a “Lifetime Achievement” Award should be presented to Condoleezza Rice for her participation as an African American token during the Bush Administration, as a loyal mouthpiece who justified wars based on false weapons of mass destruction, wiretap spying in the Patriot Act, torture of prisoners in violation of the Geneva Convention and all the rest. She has consistently and without fail proved her worth as a loyal Negro stooge to Bush, even though Bush and his henchmen secretly despised her, and her value to the party as a token after former Negro stooge Colin Powell showed a spark of decency and refused to read a prepared script of lies to the public, throwing it on the floor.

And finally, what can you say about Clarence Thomas that hasn’t already been nauseated? Founder of a right-wing group associated with the Tea Party Movement, many of whose members openly despise him for the color of his skin, Thomas is among the most silent of justices on the Supreme Court, seldom venturing a comment, in other words, a “credit to his race” as racists like to say, apparently knowing his place. His lack of verbosity apparently didn’t keep him from making allegedly lewd comments to an attorney, Anita Hill.

House slaves usually lived better than field slaves. They usually had better food and were sometimes given the family’s cast-off clothing. However, not all slave-owners took this view, Harriet Jacobs reports that her mistress “would station herself in the kitchen, and wait till it was dished, and then spit in all the kettles and pans” to make sure that the slaves did not eat what was left over.

Their living accommodation was also better than those of other slaves. In some cases the slaves were treated like the slave-owners children. When this happened close bonds of affection and friendship usually developed. Even though it was illegal, some house slaves were educated by the women in the family. Trusted house slaves who had provided good service over a long period of time were sometimes promised their freedom when their master’s died. However, there are many cases where this promise was not kept.

Harry Reid’s ‘Negro Dialect’: The ‘One Drop’ Law Trumps ‘Harvard Law’

The one-drop rule was a tactic in the U.S. South that codified and strengthened segregation and the disfranchisement of most blacks and many poor whites from 1890-1910. After Supreme Court decisions in Plessy v. Ferguson and related matters, White-dominated legislatures felt free to enact Jim Crow laws segregating Blacks in public places and accommodations, and passed other restrictive legislation. Legislatures sought to prevent interracial relationships to keep the white race “pure” long after slaveholders and overseers took advantage of enslaved women and produced the many mixed-race children.

Eugene RobinsonSkin color among African Americans is not to be discussed in polite company, so Senate Majority Leader Harry Reid’s newly disclosed remark about President Obama — that voters are more comfortable with him because he’s light-skinned — offended decorum. But it was surely true.

Color bias has always existed in this country. We don’t talk about it because we think of color as subordinate to racial identification. There are African Americans with skin so light-hued that only contextual clues speak to the question of race. I remember once looking up some distant cousins on my father’s side. They were so fair of hair and ruddy of cheek that I thought I’d gone to the wrong house, until one of them greeted me in what I guess Reid would call “Negro dialect.

Forgive me if I am neither shocked nor outraged. A few years ago I wrote a book about color and race called “Coal to Cream,” and the issue no longer has third-rail status for me. What I would find stunning is evidence that Reid’s assessment — made during the 2008 campaign and reported in a new book by journalists John Heilemann and Mark Halperin — was anything but accurate.

Advertising is a reliable window into the American psyche, so look at the images we’re presented on television and in glossy magazines. The black models tend to be caramel-skinned or lighter, with hair that’s not really kinky — which is how I’d describe mine — but wavy, even flowing. A few models whose skin is chocolate-hued or darker have reached superstar status, such as Alek Wek and Tyson Beckford, but they are rare exceptions.

Skin color could hardly be a more conspicuous attribute, but we don’t talk about it in this country. That’s been a good thing.

I became interested in perceptions of color and race when I was The Post’s correspondent in South America. On reporting trips to Brazil, a country with a history of slavery much like ours, I kept running across people with skin as dark as mine, or a bit darker, who didn’t consider themselves “black.” I learned that at the time — roughly 20 years ago — fewer than 10 percent of Brazilians self-identified as black. Yet at least half the population, I estimated, would have been considered black in the United States.

The One-Drop Rule

This was because American society enforced the “one-drop” rule: If you had any African blood at all, you were black. In Brazil, by contrast, you could be mulatto, you could be light-skinned, you could be “Moorish” brown, all the way to “blue-black” — more than a dozen informal classifications in all. Color superseded racial identification. In Salvador da Bahia, I met a couple who considered themselves black but whose children were lighter-skinned. The children’s birth certificates classified them as branco, or white.

The Brazilian system minimized racial friction on an interpersonal level. The American system fostered such friction, through formal and informal codes that enforced racial segregation. But our “one-drop” paradigm also created great racial solidarity among African Americans, while maximizing our numbers. We fought, marched, sat in, struggled and eventually made tremendous strides toward equality. The most recent, of course, was Obama’s election, which is difficult to imagine happening in Brazil — or, for that matter, in any other country where there is a large, historically oppressed minority group.

Brazil has now begun addressing long-standing racial disparities through affirmative action initiatives. But the upper reaches of that society — the financial district in Sao Paulo, say, or the government ministries in Brasilia — are still so exclusively white that they look like bits and pieces of Portugal that somehow ended up on the wrong side of the ocean.

American society’s focus on race instead of color explains why what Harry Reid said was so rude. But I don’t think it can be a coincidence that so many pioneers — Edward Brooke, the first black senator since Reconstruction; Thurgood Marshall, the first black Supreme Court justice; Colin Powell, the first black secretary of state — have been lighter-skinned. Reid’s analysis was probably good sociology, even if it was bad politics.

Much worse, as far as I’m concerned, was the quote the new book “Game Change” attributes to Bill Clinton. In an attempt to persuade Ted Kennedy not to support Obama, Clinton is supposed to have said that “a few years ago, this guy would have been getting us coffee.

I guess the one-drop rule can still trump Harvard Law.
