With its expansion ever since the end of the cold war, the European Union has been increasingly projecting itself as a moral force in global affairs. مع التوسع من اي وقت مضى منذ نهاية الحرب الباردة ، والاتحاد الاوروبي بشكل متزايد اسقاط نفسها على انها قوة معنويه في الشؤون العالمية. It has called itself a community of values and has been tirelessly repeating to would-be members that full embrace of democracy and human and minority rights is the only way into the club. وقد اطلق على نفسه اسم مجموعة من القيم وكان لتكرار بلا كلل من شأنه - ان يكون كامل اعضاء اعتناق الديمقراطيه وحقوق الانسان وحقوق الاقليات هو السبيل الوحيد الى النادي.

No one has learned this refrain better than eager candidates from the Western Balkans. وليس لأحد علم هذا الامتناع افضل من حرص المرشحين من منطقة البلقان الغربية. There, the idea of joining the European Union has been put on a pedestal. وهناك ، فان فكرة الانضمام الى الاتحاد الاوروبي وضعت على ركيزه. Europe symbolizes everything that is good, as opposed to the wicked backwardness of Balkan imperfection. اوروبا ترمز الى كل ما هو جيد ، في مقابل التخلف الشرس من النقص في البلقان. Countries there need to constantly strive to democratize and reform in hope that they can one day join. هناك حاجة الى البلدان التي تسعى باستمرار لاضفاء الطابع الديمقراطى فى الاصلاح وامله فى ان تستطيع الانضمام الى يوم واحد.

As much as this idea is unreservedly accepted, it appears that it is not fully corroborated by facts on the ground. وبقدر ما دون تحفظ وهذه الفكره مقبولة ، ويبدو انه ليس كاملا تؤكده الحقائق على ارض الواقع. Some of the countries in the (geographic) Balkans that seem to have very serious issues with respect of minority rights are in fact European Union member states. بعض البلدان في (الجغرافية) التي يبدو أنها البلقان الى مسائل خطيرة للغاية فيما يتعلق بحقوق الاقليات هي في الواقع الدول الاعضاء في الاتحاد الاوروبي.

Both Greece and Bulgaria adamantly refuse to recognize their Macedonian minority. كل من اليونان وبلغاريا ترفض بعناد الاعتراف الاقليه المقدونيه. Both countries have lost cases before the European Court of Human Rights in Strasbourg. كلا البلدين قد فقدت القضايا المعروضة على المحكمه الاوروبية لحقوق الانسان في ستراسبورغ. They continue to stubbornly refuse to comply with the court’s decisions to allow the registration of the political parties of their Macedonian minorities. وهم يواصلون بعناد ترفض الامتثال لقرارات المحكمه السماح لتسجيل الاحزاب السياسية من الاقليات المقدونيه. At the same time they do not have a problem using their leverage as members of the European Union to impose unprincipled conditions on Macedonia. وفي الوقت نفسه ليس لديهم مشكلة باستخدام النفوذ اعضاء في الاتحاد الاوروبي الى فرض شروط على المجرد من مقدونيا. Greece has already made a name for itself doing just that. اليونان قد قدمت بالفعل لنفسها اسم تفعل ذلك بالضبط. Bulgaria shows signs it might take the same road. بلغاريا تظهر بوادر قد يستغرق نفس الطريق.

Last month Greece vetoed Macedonia’s entry into NATO over the name dispute. في الشهر الماضي حق النقض ضد اليونان مقدونيا دخول منظمة حلف شمال الاطلسي حول اسم النزاع. Athens opposes the use of the name “Macedonia” by Skopje, as Greece claims it is exclusive part of its cultural heritage. أثينا تعارض استخدام اسم "مقدونيا" سكوبي ، واليونان كما انها تخص المطالبات جزءا من تراثها الثقافي. Greece threatened it would also block Macedonia in the European Union unless a solution to the name dispute is found that is to its liking. اليونان مهدده ومن شأنه ايضا ان كتلة مقدونيا في الاتحاد الاوروبي ما لم يتم التوصل الى حل للنزاع هو اسم وجدت ان الميل هو الى. Greece’s move pushed Macedonia into political crisis. اليونان تتحرك في دفع الازمة السياسية فى مقدونيا. The government called early elections. دعت الحكومة الى انتخابات مبكره.

Europe has been continuously labeling Turkey (non-European Union state) as a rogue with regards to human rights standards, but (the few) Armenians in Turkey have their churches and schools. أوروبا بصورة مستمرة وصفها تركيا (غير الاعضاء في الاتحاد الاوروبي الدولة) لأنها مارقه وفيما يتعلق بمعايير حقوق الانسان ، ولكن (القليلة) الارمن في تركيا يكون لها الكنائس والمدارس. Greece’s denial goes so far that it does not even allow the free self-determination of the Macedonian minority, let alone start to discuss standards in education, use of mother tongue, or political participation. اليونان نفى ان يذهب حتى الآن بل لا تسمح بحرية تقرير المصير للالاقليه المقدونيه ، ناهيك عن بداية لمناقشة المعايير في مجالات التعليم واستخدام اللغة الأم ، أو المشاركة السياسية. Last month the European Free Alliance, a European political party, staged an event in the European Parliament to protest this discrimination in Greece and called the Macedonian minority there one of the “last unrecognized minorities in Europe.” فى الشهر الماضى الحرة الأوروبية تحالف اوروبي حزب سياسي ، وهو حدث في الساحة الرئيسية في البرلمان الاوروبي للاحتجاج على هذا التمييز في اليونان ويسمى الاقليه المقدونيه هناك واحدة من "الماضي الاقليات غير المعترف بها فى اوروبا."

In Albania (non-European Union state), often described as the most backward country in Europe, the small Macedonian minority freely votes their own and has a mayor in the region of Mala Prespa. في البانيا (غير الاعضاء في الاتحاد الاوروبي دولة) ، وكثيرا ما توصف بانها الاكثر تخلفا في اوروبا ، فان صغر الاقليه المقدونيه بحرية الاصوات الخاصة بها ولها رئيس بلدية في منطقة Mala prespa. In Bulgaria, a novel member of the European community of values, around a hundred members of the unrecognized political party of the Macedonian minority OMO Ilinden Pirin were called by the police for “talks” last week, because they engaged in organizing a small historic commemoration. وفي بلغاريا ، ورواية عضوا في الجماعة الأوروبية من القيم ، وحول مئات من اعضاء حزب سياسي غير المعترف بها من الاقليه المقدونيه اومو ilinden pirin كانت تسمى من قبل الشرطة ل"المحادثات" في الاسبوع الماضي ، لانها تشارك في تنظيم الاحتفال التاريخي الصغيرة . A classical tactic of police intimidation. أ الكلاسيكيه تكتيك التخويف من الشرطة.

Trying to play an honest broker and stabilize the Balkans, the United States pushed hard to get Macedonia into NATO but could not fight the Greek veto. وتحاول ان تلعب دورا وسيطا نزيها وتحقيق الاستقرار في منطقة البلقان ، والولايات المتحدة جاهده للحصول على دفع مقدونيا الى حلف شمال الاطلسي ولكنها لم تستطع ان مكافحة اليونانيه حق النقض. In the process even Washington got entangled in the primitive Balkan nationalisms that simply refuse to accept that people are free to declare as they wish. في هذه العملية حتى حصل على واشنطن entangled في البلقان القوميه البداءيه التي ترفض قبول ببساطة ان الناس احرار في ان نعلن ما رغبوا في ذلك.

State Department official Daniel Fried during his recent visit to Athens had to argue with the Greeks over this purportedly basic human entitlement. مسؤول في وزارة الخارجية دانيال فرايد خلال زيارته الاخيرة لأثينا قد نختلف مع اليونانيين حول هذا الاستحقاق في الظاهر الانسانيه الاساسية. His counterparts reportedly told him there was no such thing as Macedonians. وتفيد التقارير نظرائه قال له : لا يوجد شيء اسمه المقدونيين. His answer, rephrased, involved something like “Oh, but I was there last week. جوابه ، واعادة صياغه ، تشارك شيئا مثل "أوه ، لكني لم اكن هناك في الاسبوع الماضي. I saw them.” رأيت منهم ".

State Department spokespeople get into semantic discussions on a regular basis with a legendary Greek journalist at press briefings over whether there is a Macedonian identity, nation, or language. وزارة الخارجية spokespeople ان ندخل في مناقشات الدلاليه على اساس منتظم مع الاسطوره اليونانيه صحافي في احاطة صحفية حول ما اذا كان ثمة المقدونيه هوية الأمة ، او اللغة.

For Greeks, Macedonians are “Slavs” who are stealing Greece’s history by calling themselves Macedonians. لواليونانيين والمقدونيين "السلاف" من هي سرقة تاريخ اليونان من قبل اطلقت على نفسها المقدونيين. For the Bulgarians, they are Bulgarian kin who have been brainwashed during Tito’s Yugoslavia, and think they are Macedonian, but are actually Bulgarian. لالبلغار ، وهم من ذوي القربى البلغاريه قد غسل ادمغه خلال 'sيوغوسلافيا تيتو ، واعتقد انها المقدونيه ، ولكن في الحقيقة البلغاريه.

The European Union has been way too condoning of Greek discriminatory demands pointed against Macedonia. الاتحاد الاوروبى وقد تم التغاضي عن طريقة جدا من المطالب اليونانيه واشار التمييزيه ضد مقدونيا. Back in 1992 it adopted an infamous Lisbon document that said the new country could not use the name “Macedonia” and it postponed its recognition. العودة في عام 1992 واعتمدت وثيقة لشبونة الشاءنه الجديد وقال ان البلد لا يمكن ان استخدام اسم "مقدونيا" وانه أرجأ الاعتراف. It softened over time in view of reality. انها خففت على مر الزمن نظرا للحقيقة واقعة. Macedonia was recognized by the United Nations in 1993, under the provisional name of “former Yugoslav Republic of Macedonia” (FYROM). مقدونيا معترف به من قبل الأمم المتحدة في عام 1993 ، تحت الاسم المؤقت "جمهورية مقدونيا اليوغوسلافيه السابقة" (جمهورية مقدونيا اليوغوسلافيه السابقة). Over the years the European Union has not showed a sign of willingness to deal constructively with the issue. على مر السنين الاتحاد الاوروبي لم تظهر علامة على استعداد للتعامل مع هذه المساله بطريقة بناءة. Only last week one of its committees had to change in a document all reference to “Macedonian language” or “Macedonian culture” to “the language of FYROM” and so forth, in face of Greek pressure. وفي الأسبوع الماضي فقط احدى لجانه الى تغيير في وثيقة من وثائق كل اشارة الى "اللغة المقدونيه" او "الثقافة المقدونيه" الى "لغة جمهورية مقدونيا اليوغوسلافيه السابقة" ، وما الى ذلك ، في مواجهة الضغوط اليونانيه.

The bottom line is that one should be free to declare as she or he feels. وخلاصة القول انه يجب ان تكون حرة واحدة لتعلن أنها او يشعر. That is the substance of the right to free expression of identity. وهذا هو جوهر الحق في حرية التعبير عن الهوية. Restrictions to this end, whatever the pretext or ideology, are limitations of freedom and serious infringement of democratic standards. وتحقيقا لهذه الغاية القيود ، أيا كانت الذريعه او ايديولوجيه ، هي وضع قيود للحرية وانتهاكا خطيرا للمعايير الديمقراطيه. If on top of that the people subject to such restrictions are made to fear to speak their language in public, or have no schools for their kids in their mother tongue, or even fear persecution, for them the society they live in is not democratic. اذا كان على رأس الشعب ان تخضع لهذه القيود الى الخوف من التحدث بلغتهم في الاماكن العامة ، او التى ليست لها لأطفال المدارس في لغتهم الام ، او حتى الخوف والاضطهاد ، ولهم لأنهم يعيشون في مجتمع غير ديمقراطي.

One must be free to declare as he or she wants. واحد يجب ان يكون حرا في ان يعلن انه أو انها تريد. The same way the European Union promotes democracy abroad, it needs to do it in its own yard. وبنفس الطريقة الاتحاد الاوروبي على تعزيز الديمقراطيه من الخارج ، فإنها تحتاج إلى القيام بذلك في ساحة خاصة بها. If judicial action is not enough and it obviously isn’t, Brussels must take more-decisive political action and demand that its members recognize minorities. اذا كانت الاجراءات القضاءيه ليست كافية وانه ليس من الواضح ، بروكسل - ويجب ان تتخذ المزيد من الاجراءات السياسية وحاسمة مطالبة اعضائها الاعتراف بالاقليات.
